Mr. Hartley has managed, written, coded and moderated the California Beach Law Resource since 2002. A native of Huntington Beach, in Orange County, California, he's spent most of his life living, working and playing in coastal communities. Beyond the academic and professional interests in coastal access law manifested in this site, he has the vested interest in responsible coastal acccess policies and laws that comes from enjoying swimming, surfing, body boarding, kayaking, photography, watching his dog enjoy the beach as much as he does, and hoping to someday afford a house directly on a California beach (or possibly a cliff overlooking a stretch of the California coast).
He has been a member of the California Bar Association since 1999, and practiced law in a small firm in Monterey (2000-2001) and as a solo practitioner in San Diego (2001-present).
He is an alumnus of both the University of Idaho College of Law (Class of 1999) and the University of California at Berkeley (Class of 1986) with an undergraduate double major in Political Science and Geography.
